SAN BERNARDINO COUNTY – The San Bernardino County District Attorney’s Office was honored to represent our county and share expertise on the international stage during the Criminal Law Conference “Modern Challenges in Criminal Judiciary” in Bosnia and Herzegovina. District Attorney Jason Anderson was invited by the U.S. Department of State as a guest speaker through its Bureau of International Narcotics and Law Enforcement Affairs (INL) program, which supports global efforts to strengthen justice systems, conducts trainings to combat transnational criminal organizations (TCOs), and enhance cross border cooperation.
DA Anderson joined San Francisco Superior Court Judge Kenneth Wine in presenting on complex criminal prosecutions, multi defendant cases, and the growing role of digital evidence in modern courtrooms. Their session drew a packed audience of judges and prosecutors from across Bosnia and Herzegovina and generated meaningful discussion on the shared challenges facing criminal justice systems today.

During the conference, DA Anderson also highlighted the work of the San Bernardino County District Attorney’s High Tech Crimes Unit (HTCU), a specialized division that identifies, collects, and analyzes digital evidence used in criminal prosecutions. He shared a video featuring members of our HTCU, and discussed how digital forensics, including mobile device analysis and cyber investigative techniques, supports accurate evidence presentation in court and strengthens testimony needed to achieve fair and reliable outcomes. As technology continues to influence both criminal activity and justice system operations, trained digital forensic professionals play an essential role in ensuring transparent and evidence-based prosecutions.

The INL program, originally created in 1978 to reduce drug trafficking into the United States, has expanded significantly over the years. Today, it works with partner governments, international organizations, and U.S. federal, state, and local justice agencies to build and support effective and transparent criminal justice institutions. INL’s objective in combatting transnational criminal organizations, promoting professional practices and international cooperation, contribute to safer and more stable communities worldwide.
Opportunities like this reflect the global scope of the work taking place in San Bernardino County. As criminal organizations, cybercrime, financial crimes, and other complex threats increasingly cross borders, strong working relationships among prosecutors, judges, and justice partners are vital. Sharing best practices and lessons learned strengthens institutions, enhances public safety, and supports accountability across justice systems.
