SAN BERNARDINO COUNTY, Calif. – On October 30, 2025, the San Bernardino County District Attorney’s Office filed eight felony counts against Defendant Steve Paul Popper (47) of Colton CA. Defendant Popper is alleged to have forcibly sexually assaulted and committed lewd acts against minors and possessed child sexual assault material. He is also alleged to have committed these acts while employed as a teacher at Bemis Elementary School in Rialto, CA.

At this time, our Office filed the following felony charges against Defendant Steve Paul Popper.

Three Counts – PC 288(b)(1) – Forcible Lewd act on a child under 14

Three Counts  –  PC 288(a) – Lewd acts on a child under 14

One Count –  PC288.2(a)(2) – Distributing or Showing Pornography to a Minor

One Count – PC311.11(a) – Possession of Over 600 Images of Child Sexual Assault Materials

Additionally, special allegations have been alleged for multiple victims under the age of 14.

Defendant Popper was booked into custody with a no bail warrant. He is due to be arraigned Monday, November 3, 2025 at San Bernardino Justice Center. Currently, a District Attorney Victim Advocate has contacted the known victims and families to provide resources and support.
